General routing issues such as algorithms and congestion control of a WAN?

I am not sure what you are looking for. But if you want to know more about routing algorithm and congestion control you can try some standard networking book such tanenbaum's book. Or you can try wikipedia. I think the later covers a fair amount of topic in this area.
