The issue of no intention meeting the agreed weight...?

Honestly, I think this is a non-issue because of the day before weighing. Most fighters dehydrate the day before and hydrate the night before to sometimes enter the ring 10 to 20 pounds heavier that the agreed and determined weight. Many time the opponent chooses to fight anyway (ex: Marquez in Mayweather/ Marquez or Corrales in Castillo/ Corrales II). Fighters want ever advantage coming into the ring...that is why Pacquiao is having these Welterweights fight him at catch weights instead of their natural fighting weight...to have an advantage. It works both ways. It really won't matter in Cotto's case. Weight isn't going to be his undoing...speed will be.
