Does man cheat if he is truly content, and do you consider only oral less of a betrayal?

I have a friend who cheated on his girlfriend of two years, he's never done it before, and he PLANNED OUT HOW he was going to cheat on her, but they only had , he says oral is not as bad as having actual , Could he honestly do this and STILL love his girlfriend?
