Need to install propane tank in Fl. Fema flood zone fee?

I took contractor bids on having an above ground propane tank installed and then having the tank run to the oven I plan on installing. I live very close to the ocean and on a c. One place charged me a $400 fema flood zone fee in addition to their permit fee. Is anyone aware of this fee in florida. Another bid I had did not include this fee.
