Carbon offsets- will some body please explain this to me?

I hear about buying carbon offsets to reduce your footprint to carbon neutral, but umm, who do you buy them from, and wouldn't it be better for everybody to reduce the amount of greenhouse gases that they produce and have the Carbon negatives ( I guess that's who is selling them) just be good for the environment?
